Francis's Story
Life
After graduating premed from Johns Hopkins University, I obtained my MD from the University of Maryland School of Medicine, and became a Fellow in the American Academy of Family Physicians. I was a family practitioner in East Haven until 1970, when I joined a group practice on Cape Cod. While on the Cape I helped establish a community health center to serve the outer Cape population. I joined the US Public Health service as part of that project, and continued as medical director and clinical consultant in primary care. I served in those positions in New York City and Philadelphia. Now a retired commissioned officer in the US Public Health Service, I last served as Director of the Quality Center in the Bureau of Primary Health ...Expand for more
Care, Health Resources and Services Administration (HRSA) from 1997 to 2002. While under my direction, the Quality Center was one of three organizations in the nation cited by the Institute of MedicineÂs Report, Crossing the Quality Chasm, as Âmaking significant efforts to improve qualityÂ. I now lead a private consulting firm dedicated to making excellence in healthcare a reality, and am a partner in the HRSA Organ Donation and Transplantation Collaboratives. This effort has successfully increased the number of organs transplanted monthly in the US from less than 550 to over 700 since the program began in 2003. I continue to work in public primary care programs to improve both healthcare quality and access.
