Jennifer M. Lowe-Davis, Esq., currently serves as Regional Foster Coordinator for Virginia for Homeward Trails Animal Rescue and mom to the best daughter in the world, Elanora Davis!
In the past decade, Jennifer has been a lobbyist for non-profit organizations and a legislative aide to members of Congress.
Most recently, Jennifer was a lobbyist for American Humane Association. At American Humane, she influenced public policy, particularly legislation and regulations affecting child welfare and healthcare appropriations, foster care, and animal shelter regulations, among other issues. Prior to joining American Humane, Jennifer served as Legislative Counsel to Alliance for Justice, one of the premier organizations dedicated to protecting civil rights. helped organize and lead coalitions on several advocacy campaigns, including lobby reform and working against anti-advocacy provisions in various legislative proposals.
Jennifer also served as an aide to Congresswoman Marcy Kaptur of Ohio and Congressman Ben Cardin of Maryland. During her tenure with Congresswoman Kaptur, Jennifer focused on judiciary issues, campaign finance and election law and ushered H.Res.234, an anti-discrimination bill, from concept to passage.
A native of Cleveland, Ohio, Jennifer is a 2001 graduate of Case Western Reserve University School of Law and received her B.A. with honors in East Asian Studies and History from Simmons College, in Boston, Massachusetts. She has studied history, politics and language in both the Bunkei University in Japan and Croatia.
