In NY, blue lights are volunteer firefighters responding to an emergency. They are called "courtesy lights", and you are not required to move for them. However, if your house or business were burning, you or a loved one were trapped in a damaged vehicle after a wreck, you had a dangerous gas leak in your residence or place of business, or had a medical emergency (yeah, firefighters go to those too...), wouldn't you wish the firefighters could get there as quickly as possible? It IS a legal requirement to move over for red lights, which are typically on police vehicles, ambulances, and fire apparatus.
What red/blue lights mean and legally require varies by state, I'm just from NY, so that's what's on here. Feel free to add local variations. :)
