Terry was hired in April 2004 by AAA -- then in San Francisco -- to provide corporate-level emergency management for the organization that provides AAA travel, automotive, services to its members in Northern California, Nevada, and Utah and sells insurance in 21 states. He comes from his prior experience as Director of Emergency Preparedness for Santa Clara County. In his four years there he led that County's transition from disaster preparedness to a focus on homeland security planning in the Silicon Valley post-9/11.
Terry provides disaster preparedness guidance to plan the company's disaster resiliency and annual disaster drills. Additionally, he continues to work with other local, state, and federal representatives to better coordinate regional plans for the response to and recovery from major disasters that we anticipate in the future.
Terry's professional experience includes coordinating disaster responses to the 1989 Loma Prieta earthquake and 1991 Oakland Hills firestorm when he was working for the Alameda County Sheriff's Department Office of Emergency Services for twelve years; the 2002 Croy Fire in Santa Clara County near Morgan Hill; as well as providing mutual aid to the Governor's Office of Emergency Services following the 1994 Northridge earthquake in Southern California; and coordinating homeland security initiatives in the SF Bay Area following 9/11.
Terry has been an invited instructor at the California Specialized Training Institute near San Luis Obispo, CA, presenting on emergency center design and function, basic skills for emergency managers, and collaborating with community-based organizations in times of disaster. He assisted the Georgia Emergency Management Agency in its efforts to establish a cohesive statewide mutual aid system prior to the 1996 Olympic Games in Atlanta. At the 2002 Asia...Expand for more
-Oceania Symposium in Tokyo, he was invited to speak on California's unique emergency management information system. He was a subject matter expert on the development of the SF Bay Area Regional Emergency Coordination Plan and revisions to the State Emergency Plan in California.
Terry attended the University of Nebraska, majoring in Political Science and Applied Geography. He is a past president of the California Emergency Services Association (CESA), the statewide organization of professional emergency managers, from which he received the 2005 John Fetz Service Award for outstanding contributions to CESA and the profession of emergency management. Terry was presented the 2000 Award for Excellence in Business Recovery Planning from the Business Recovery Managers Association for his efforts in bridging the public and private sectors of emergency management in the San Francisco Bay Area. He was accredited as a certified emergency manager by both the International Association of Emergency Managers in 2006 and its predecessor, the National Coordinating Council of Emergency Managers, in 2000.
He and his wife, Mitzi (Kapperman), live in Castro Valley, California, near her son from a previous marriage recently graduated from USC with honors and working for Zynga; staying connected to his youngest son, Michael, who lives and works nearby; and being proud of his eldest son serving in the US Navy submarine corp. Life is spent making home improvements and gardening, traveling (cruises to Mexico, Caribbean, Alaska, and Mediterranean; Japan in 2002, Egypt and Maui in 2005; France for brother's 50th birthday/Germany/England and Woodlawn in 2007/2012, NYC in 2014, and son's Navy graduation/Pass-in-Review in Chicagoland in 2008 and graduation from "Nuke school" in 2009); enjoying sports; and staying connected to her farmland community roots and our friends/college classmates/family back in Nebraska.
