William's Story
Bill Gibson entered civil service in 1985 with the US Navy's Trident Fleet Ballistic Missile program shortly after graduation from the University of Wisconsin - Madison with a Bachelors Degree in Mechanical Engineering. Mr. Gibson worked with contractors that supported the design, development, production, and operation of our Nation's undersea nuclear ballistic missile weapon system. While working for the Navy, Mr. Gibson earned a Masters of Science in Systems Management from the University of Southern California.
In 1991, Mr. Gibson accepted a position with the Defense Contract Management Agency (DCMA). After having served as the Navy Defense Management Review panel member for the consolidation of Contract Administration Services and the creation of DCMA, he was well prepared for managing Engineering contract management professionals (1991-93). While with DCMA, he went on to serve in various positions to include Senior Functional Advisor for Production and Engineering (1993-96), Earned Value Management (EVM) Executive Agent (1996-99), Director of the EVM Center in CA (2000), and as the Web Application Development Program Manager (2000-02). It was with this position that he moved from Operations into Information Technology where he was responsible for re-engineering processes that supported the DoD goal of making contracting processes paper-free. His program ushered the agency into a new business model that allowed for rapid development of web based applications, proved out web architecture, and transitioned from a client/server model to web based applications.

Program Manager. CRM directly supports DLAÃÂs Business Systems Modernization strategy which resulted in a new enterprise business architecture that enabled the Agency to re-engineer its logistics processes to reflect best commercial practices. CRM is a term for strategy, processes, methodologies, software (SAP), and Internet capabilities that manage enterprise customer relationships in an organized way.
After DLA, Mr. Gibson accepted a position with the Internal Revenue Service (IRS) as the Integrated Financial System (IFS) Program Manager. He led a team to design, develop, deploy, and maintain an SAP e-business platform to support the IRS's Business Systems Modernization program initiative. The IFS initiative was established to improve managerial accounting and budgeting. It allows greater access to internal management financial data, operational information, general ledger, and budget execution to support timely, data-driven decision making.
Mr. Gibson was recently selected (2007) as the DoD Intelligence Mission Area (DIMA) Information Technology Portfolio Management Office Chief. He's tasked with establishing policy, processes, and procedures for managing DoD intelligence mission requirements. DIMA is a multi-billion dollar investment which encompasses Military and National Intelligence Programs. He makes sure all investments support the DoD's vision, mission and goals, efficient and effective delivery of intelligence capabilities to the warfighter, and minimize duplication and redundancy of DoD and government-wide initiatives.
Mr. Gibson lives in Fairfax Station, VA with his four children: Billy (21), who's attending LSU, Matthew (20) who's attending Auburn, Sara (17), and Michael (14).
